I think because he spent most of his life as a warrior and is just recently focused on supporting his prince with staves and undermining this foes with daggers, it would be funny if his Casting didnt use his mag stat but like, just Strength lol. I heal you with these muscles!!

Powerful Cast!- Rather than use a stave for it's intended purpose Cicero can instead chose to throw them as a weapon. Doing so does a great deal of damage to the staff;s durability, but who needs to heal your allies if your foes have already been hit with all of the power of a Puerto Rican Momma's air strike guided flip flop attack.
