In THPS4 you got the goals from NPCs, voiced NPCs. They were professional skaters (Elisa Steamer, Rodney Mullen, Chad Muska, Tony himself, etc) and random characters. I think they skipped this structure AND erased all thr minigames THPS4 had in it's stages to keep development simple and quick. I bet if they had another year for development, they would've kept the free-roam/goal structure in 3+4 and added the minigames, but this collection feels slightly rushed. Also many missing parks, and tracks (license problems probably).
