Added 2017-02-08 16:24:52 +0000 UTCfirst draw your lights outline, in this case it was orange
> copy the layer
> Go to Filter, Blur, Gaussian blur
>Turn blending mode to Overlay
> copy the layer again
> turn blending mode of this layer to screen
